A foe that attacks you must open themselves up to counter-attack; it is part and parcel to the dance of blades, and you have learned to take advantage of it. If you were attacked and missed by a foe since the end of your last turn, you may as your first action on your turn make a basic attack against that foe. The basic attack requires one less second to perform, and you take a +1 bonus to your attack roll.
