You can attempt to create a false document. Roll the lower of your Crafting and Deception skills. The value that you roll becomes the TN for others to determine that the document is, in fact, a forgery.

Another character who wishes to verify the forged document must take a complex action to examine the document. They then roll an appropriate skill (Lore and Society are good examples) vs. the established TN for the document.

Both the Diplomat's Kit and the Forger's Kit contain the materials needed to create documents. However, the Diplomat's Kit is not optimized for forgery. You must have an appropriate kit to even attempt this action, but if you are using a Diplomat's Kit, you suffer slight to the attempt. Creating a forgery consumes one use from the kit.
