The weapon is made from low-cost materials, or was poorly designed. Either way, it costs considerably less to manufacture. Reduce the base cost of the weapon (prior to any properties being selected) by 10ยค or half the cost of the weapon, whichever is less.
Design Notes: There is no benefit or penalty aside from the change in cost. This renders the weapon somewhat weaker, in exchange for its reduced price.
