-Both the Diplomat's Kit and the Forger's Kit contain the materials needed to create documents.  However, the Diplomat's Kit is not optimized for forgery.  You //must// have an appropriate kit to even attempt this action, but if you are using a Diplomat's Kit, you suffer slight to the attempt.
