-Every foe has a resource pool, known as Power.  This is similar to the resource pools used by player characters, and functions in much the same way.  A foe begins each encounter with Power equal to their level.

-Every turn, at the start of their turn, a foe will gain one Power, to a maximum of their level.  The exception is Mooks, who cannot regain Power;  while they start with the normal pool of such, they do not recover it.
