 +Great heroes need great enemies.  And not-so-great enemies, that they can bully with impunity.

 +Every foe has a resource pool, known as Power.  This is similar to the resource pools used by player characters, and functions in much the same way.  A foe begins each encounter with Power equal to their level.

 +Every turn, at the start of their turn, a foe will gain one Power, to a maximum of their level.  The exception is Mooks, who cannot regain Power;  while they start with the normal pool of such, they do not recover it.

 +Not every foe has a means of using Power.  If the foe does not have any ability to use Power, then there is no need to track it.
