 +Technically speaking, hovercraft are not ground vehicles.  They are very low-flying aircraft.

 +Build your hovercraft as though it were an aircraft, but install some sort of Lift Equipment to counter out its mass entirely.  For a TR-1 or TR0 hovercraft, a lift skirt or wing in ground effect will do the trick.  For a more advanced hovercraft, take a look at gravity drives.
