 To find the power of the towing animals, go to the [[drawingboard:fundamentals:scale|Scale]] table.  Find each animal's mass, in kilograms, on the Volume column, then read across to the Linear entry.  Total these values for all attached animals, and then divide by 40.  Yes...it won't be a lot.

+Technically speaking, hovercraft are not ground vehicles.  They are very low-flying aircraft.
+Build your hovercraft as though it were an aircraft, but install some sort of Lift Equipment to counter out its mass entirely.  For a TR-1 or TR0 hovercraft, a lift skirt or wing in ground effect will do the trick.  For a more advanced hovercraft, take a look at gravity drives.
